Catholic Charities Senior Housing Programs: Eligibility and Application Information

Catholic Charities senior housing programs provide safe, affordable apartments and supportive services for older adults who meet age, income, and property-specific eligibility requirements. Depending on the location and funding source, residents may live in HUD rent-assisted housing, tax-credit communities, affordable independent-living apartments, enriched housing, or supportive communities for people with disabilities.

Eligibility commonly depends on being 62 years old or older and meeting applicable household-income limits, although some properties accept qualifying non-elderly adults with mobility, hearing, visual, or other physical disabilities. Applicants generally submit one completed application, undergo a preliminary eligibility review and screening, and are placed on the waiting list for each community for which they qualify.

What Catholic Charities senior housing programs offer

Catholic Charities owns and operates senior communities in Baltimore City, Baltimore, Anne Arundel, Garrett and Harford Counties. We offer 24 locations including nearly 1,800 units of efficiency, one-bedroom and two-bedroom apartments.

We believe that all people, regardless of their religion, beliefs, race or financial means, are entitled to a home. We are dedicated to promoting community, good health, happiness and a sense of self-worth for all residents.

Catholic Charities' housing department provides seniors who meet income guidelines with the opportunity for safe and affordable housing and access to a supportive network of services. In addition to providing safe, affordable apartments, Catholic Charities' housing department works to ensure the physical, social, and spiritual well-being of residents.

Dedicated staff arrange social and educational events at the sites, identifying seniors needs, and help them access services for which they are eligible. Residents in our 26 senior housing buildings, with a total of 2,186 units, take part in a wide variety of health, educational, social, and recreational activities.

Common services and community features

Catholic Charities Senior Communities residents enjoy a variety of on-site services such as laundry room, multipurpose room, library, lounges, landscaped gardens and outdoor spaces, personal emergency response system, electronically controlled access, and wheelchair accessible.

Resident service coordinators are available at all communities to assist residents in accessing various resources and benefits to help with finances, health care and transportation, to name a few. Small pets are welcomed. All communities are 100% smoke-free.

No, all of our communities are smoke free, which includes the individual apartments, all common/interior areas and all exterior areas - including any car parked on the property.

Age eligibility

Following the U.S. Department of Housing & Urban Development (HUD) guidelines, the Tax Credit and other program requirements for eligibility includes: being 62 years of age or older, meeting income guidelines. However, some properties accept mobility, hearing and visually impaired individuals that are below 62 years of age as well.

An applicant must be 62 years old or older at the time of application to apply to all but four of Catholic Charities’ senior communities. The four buildings that accept non-elderly disabled persons* are Basilica Place, Coursey Station, Starner Hill and St. Charles House.

*non-elderly disabled persons are persons that qualify for apartments which are specifically designed and designated for persons under the age of 62 years old with a physical disability that results in a functional limitation in access and use of the apartment.

Seniors 62 years and older who meet income guidelines are eligible with the exception of St. Anne's Gardens, which accepts seniors who are 62 or older. Call the housing department for updated guidelines.

Thea Bowman Residence is an independent living facility for individuals and families with qualifying visual, hearing, or mobility impairments who are of low income.

Income eligibility

Your gross income is an essential factor in your qualification for residency in any of our communities. The U.S. Department of Housing and Urban Development (HUD) sets the income limits.

Tax Credit Properties also have a minimum annual income to qualify. Our Tax Credit Communities are Everall Gardens, Kessler Park, St. Mark’s Apartments and Village Crossroads I.

A family’s income before any taxes or other exclusions or deductions has been taken out of it. (i.e., Social Security income before Medicare deductions.)

In HUD Rent Assisted communities, residents pay 30% of their adjusted gross income in rent. Adjusted gross income equals gross income plus income from assets minus allowable medical expenses.

In Tax Credit communities, residents’ rent is based on the apartment type regardless of individual income. Housing Choice Vouchers are also accepted.

Rents vary by site. For some sites, rent is calculated as a percentage of the resident's income. Other sites have fixed rent.

Most HUD subsidized communities listings do not have published rates. They are based on 30% of the renter’s adjustable gross income. Other rents are published in the Florida Housing website on an annual basis by program type. You will need to contact the community to determine if you qualify for income based rent.

Rent, deposits, utilities, and fees

In HUD properties, residents pay 30% of their adjusted gross income in rent. In tax credit properties, residents’ rent is based on the apartment type regardless of individual income.

The security deposit equals one month’s rent. No, there is not an application fee.

In most communities, residents are responsible for paying for the electric. CHS fees vary according to individual income and assets.

Supportive and enriched housing services

All Catholic Charities’ Senior Communities have Service Coordinators who link residents with resources available in the community. Some communities have a Caring Home Services Program (CHS) which provides assistance with housekeeping, laundry, minimal personal care, care management and meals to residents aged 62 and older participating in the program.

The Caring Home Services Program, available at these nine communities, offers a helping hand to residents by providing weekly housekeeping, laundry, and personal services, as well as daily meals.

How to apply for Catholic Charities Senior Communities

We offer two types of apartment settings that differ by funding source and income requirements-HUD Rent Assisted Housing and Tax Credit Properties.

To apply, download the application below. The application must be filled out entirely and accurately. Include all information for each intended tenant and co-tenant.

If a section on the application does not apply to your household, write NONE or N/A for that questions. All applicants and co-tenants need to sign their full name on the last page of the application.

Supplement to the application

As part of your application you have the right to include the information on a contact person. The contact information is for the purpose of identifying a person or organization that may be able to help in resolving issues or provide special care or services to you during your tenancy.

Please indicate that you do not wish to list a contact person by placing a check mark in the appropriate box. All forms must be signed and dated.

Please note that this application may be refused or rejected solely on the grounds that it is not satisfactorily completed and/or legible, or if any information is found to be false.

What happens after submitting an application

A preliminary review of your application is conducted to determine if your application meets the established eligibility criteria set forth in the Catholic Charities Senior Communities’ Tenant Selection Plan.

Your application is then placed on the Senior Communities Waitlist for which you are eligible as of the date your application was received. A notification letter is mailed to you regarding the status of the preliminary review.

Yes, all Catholic Charities Senior Communities maintain a waiting list. For details, you can call 667-600-2280 or each community separately.

Screening and verification

An investigative report by a registered Consumer Reporting Agency will be conducted on each applicant for credit, rental, criminal and sex offender history. Applicants must meet the established housing criteria set forth in Catholic Charities’ Tenant Selection Plan to be eligible for housing.

All items on the application will be reviewed and confirmed, and verification forms will be signed authorizing Catholic Charities Senior Communities to obtain third-party written confirmation of the information provided on the application.

If an applicant/resident is able to live in an apartment only with assistance, the applicant/resident must ensure Catholic Charities Senior Communities in writing that they will provide for that assistance. Until all items are verified, eligibility cannot be determined, nor any housing offered.

Initial certification meeting

Yes, Catholic Charities requires that applicants attend their initial certification meeting at the property to which they are applying, to see and tour the building as well as begin their initial certification paperwork.

Applicants with disabilities will be notified they have the right to request reasonable accommodations to participate in the formal interview process.

Applicants who live more than fifty (50) miles from the property to which they are applying, applicants who currently reside in an assisted living community/nursing home and applicants who have a verifiable medical reason may attend the meeting virtually.

Keeping an application active

Catholic Charities Senior Communities requires that you notify us whenever there is a change in your address or telephone number.

Having current contact information is necessary to notify you of changes to your waitlist status and apartment availability. If we are unable to contact you, your application may be removed from the waitlist.

It is required that your name be removed from all Catholic Charities Senior Community waiting lists upon admission to one of the Catholic Charities Senior Communities.

Housing rights and reasonable accommodations

We provide seniors, ages 60 and older, with counseling on affordable housing options, and also provide affordable shared housing for seniors. We also maintain an excellent resource for seniors who are able to do their own housing search.

The Oahu Housing Guide is maintained by Catholic Charities Hawaii’s Housing Assistance Program (HAP) for seniors through a contract with the City and County of Honolulu, Elderly Affairs Division. The program is funded by Federal Older Americans Act funds.

Catholic Charities housing programs nationwide
